Jose Canseco didn’t agree to submit to steroid testing in Mexican Baseball League

Jose Canseco rejected to submit to a test for steroid, when he tried to come back to the Mexican Baseball League. It was earlier announced that the “Tigres de Quintana” of Cancun agreed to give him the 2nd  chance and invited him to play.
This baseball player refused to submit to analysis for steroids which had to be performed by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE represents government agency that controls Olympic sports in Mexico.
Cuauhtemoc Rodriguez Meza, the chief executive officer of this baseball team, proclaimed that Jose Canseco would not be permitted to play for the team because he had admitted that he administered prohibited medicines.
Jose Canseco admitted that he was on testosterone replacement therapy under supervision of a doctor in the US. He claimed that he was on TRT since 2008. This player was not surprised by the requirement to submit to urine analysis for steroids. This person wrote on his Twitter account last month that the Minor League Baseball would have testing for forbidden substances.
It is known that  any athlete may use steroids for TRT and participate in competitions, if he/she has got a therapeutic use exemption (TUE). A TUE allows application of forbidden products, if it is supported by medical needs.
It is known that Jose Canseco has prescription from his doctor that confirms his condition which requires receiving TRT. But Jose Canseco hasn’t obtained a TUE for usage of testosterone.
Canseco has publicly admitted that he had a prescription from his physician to apply testosterone as a part of testosterone replacement therapy. He reported about  this factor in a documentary in 2008. Jose Canseco claimed that he discontinued taking illegal steroids and had low testosterone production which was caused by steroids. Then his physician recommended him applying a testosterone gel to escape from negative reactions of steroids.
You observe that Jose Canseco’s administration of steroids is justified because he has medical need for usage. But since he hasn’t obtained a TUE, it is unclear whether he would play in the team that has steroid testing.
The CEO of “Tigres de Quintana” mentioned that he had known that Jose Canseco was receieving TRT but he invited him to play, just obtaining a TUE.
